The Shure SM58 claims a sensitivity of -54dB (1.85 millivolts), but this is at 96dBA, which is pretty loud (4dB quieter than a jackhammer or inside a discotheque). Most cheap mixers have insufficient sensitivity for low output microphones - I had the same problem with my Alesis mixer. The problem lies in your mixer's handling of the microphone.
